This problem has actually happened. Hastings Race Track in Vancouver has a pond in the infield.
Canada geese have nested there. The geese and their goslings have wandered onto the race track and spooked a racing horse.
On occasion a horse got disqualified from the race. You can bet that horse was mad! How do you think that problem was solved?
